The Regional Universities Forum for Capacity Building in Agriculture (RUFORUM) under the auspices of the Platform for African-European Partnership on Agricultural Research for Development (PAEPARD) hosted representatives of several consortia and Regional Farmers’ Associations at a Learning and Reflection Workshop. Thirty participants representing various institutions (including regional and national farmers’ organizations, NGOs, universities and research institutes) from 11 countries (Africa and Europe) participating in the Extension Phase of the PAEPARD II project attended the workshop, which was held in Entebbe, Uganda.
The workshop, facilitated by the International Centre for Development Oriented Research in Agriculture (ICRA), drew lessons from Phase I PAEPARD implementation. Strategies to achieve impact during the four-year extension (scheduled to close in 2017), now entering the second year of implementation, will build on these lessons. Participants expressed their satisfaction with this meeting that enabled all PAEPARD partners to meet and exchange, reflect on the project implementation status as well as previous achievements and challenges with a view to enhance multi-stakeholders’ collaboration in agricultural research for development (ARD). A key challenge in the implementation of PAEPARD is related to ensuring a balanced partnership that equally sustains engagement with European partners. This was discussed extensively and the meeting resolved to undertake an in-depth analysis and use the outcomes to provide recommendations for future engagements. The meeting also recognized the importance of enhancing efforts within the project to engage with sub-regional organizations under the FARA fraternity as well as private sector in implementation of activities.
Several tools for evaluation and learning were discussed. In terms of assessing progress a refreshed PAEPARD Theory of Change was envisaged as monitoring, evaluation and learning framework to create a better understanding of how the different activities lead to overall change within the integrated ARD landscape. It was envisaged that systematic documentation of achievements and challenges will create opportunities and scenarios for assessing progress and contribution made by the PAEPARD project interventions.
The PAEPARD is an EU supported project which bring together 9 institutions in Africa and Europe. The project is lead by FARA and AGRINATURA. The nine institutions are as listed below:
